Adds occupational training and certification programs as an explicit purpose of University of Hawaii community colleges, designed to rapidly qualify persons for new and hard-to-fill technical positions in the state, counties, and private sector.

Amends Hawaii Revised Statutes Section 304A-1101(b) to include short-term, rapid-response occupational training alongside existing community college purposes of transfer programs and career/technical education.

Requires University of Hawaii to submit a report by twenty days prior to the 2018 regular legislative session on the occupational training programs, including organizational structure, method efficacy, cost-benefit analysis, and recommendations for expansion, modification, or termination.

Appropriates unspecified funds from general revenues for fiscal years 2017-2018 and 2018-2019 to support the occupational training and certification programs.
