Expands eligibility for orthodontists providing medically necessary orthodontic services for orofacial anomalies (cleft lip, cleft palate, and other birth defects affecting eating, chewing, speech, and respiration) covered by health insurance.

Changes the requirement for orthodontic services from certification by the American Board of Orthodontics (ABO) to completion of an orthodontic residency program accredited by the Commission on Dental Accreditation.

Amends sections 431:10A-132 and 432:1-613 of the Hawaii Revised Statutes to broaden the pool of eligible providers, as only 11 of approximately 40 orthodontists in Hawaii hold ABO certification.

Requires that treatment of orofacial anomalies be prescribed and coordinated by a craniofacial team including a licensed dentist, orthodontist, oral surgeon, and physician.
