Clarifies the definition of "practice of behavior analysis" to explicitly include design, implementation, evaluation of instructional and environmental modifications, functional assessment and analysis, and use of behavioral techniques to help people develop or modify behaviors.

Allows licensed professionals (such as psychologists) whose scope of practice overlaps with behavior analysis to supervise paraprofessionals, unlicensed professionals, students, and parents in providing behavior analysis services without requiring those supervised individuals to be licensed behavior analysts.

Expands exemptions from licensure to include individuals supervised by any licensed professional working within an overlapping scope of practice, registered behavior technicians, individuals with board certification from national certifying agencies, and caregivers implementing behavior analysis plans under direction of a licensed behavior analyst or authorized licensed professional.

Clarifies that supervised individuals and licensed professionals providing behavior analysis services cannot use the titles "licensed behavior analyst" or "behavior analyst."

Effective date: July 1, 2050.
