Establishes the high-growth grant program within the Department of Business, Economic Development, and Tourism to provide grants to qualified businesses for expansion, productivity improvements, or food safety investments.

Authorizes grants for equipment purchases, management and workforce training, infrastructure improvements, and consulting or feasibility studies.

Limits grants to no more than 20% of private investment in a business, with a maximum of $400,000 per qualified business per calendar year.

Defines "qualified business" as one that has been operating for at least two full years and has demonstrated the ability to export products.

Creates the high-growth grant program special fund to be funded by legislative appropriations, with no more than $100,000 per fiscal year permitted for program administration; effective date set for July 1, 2050.
