Establishes a temporary telecommuting task force within the Department of Human Resources Development to develop incentives and recommendations for expanding telecommuting in public and private sectors.

Task force composed of 9 members including legislative appointees from public and private sectors, state department directors, a chief information officer, a representative from Hawaii Government Employees Association, and a local business organization member, with the HR director serving as chairperson.

Task force shall develop public awareness campaign plans, study telecommuting policies of federal government and similar-sized jurisdictions, and establish subcommittees for public and private sector issues.

Task force must submit findings and recommendations to the legislature by August 1, 2018, with legislative reference bureau assistance in finalizing the report and drafting proposed legislation.

Task force ceases to exist on June 30, 2019.
