Appropriates state funds to establish a distance learning center in the Puna district within Hawaii Community College to increase access to post-secondary education.

Allocates appropriated funds for four full-time equivalent (4.0 FTE) positions, a feasibility study for planning and construction, and operating expenses including utilities, supplies, and equipment.

Requires the University of Hawaii to submit a report to the legislature no later than twenty days prior to the 2018 regular session detailing the center's status, budget needs, challenges, and proposed legislation.

Provides appropriations for fiscal years 2017-2018 and 2018-2019 in equal amounts to be expended by the University of Hawaii.
