Legislative Reference Bureau shall conduct a feasibility study examining audiovisual technology for neighbor island residents to testify in legislative proceedings.

Study must analyze costs for installing, operating, and maintaining equipment in legislative conference rooms, along with estimated staffing needs and implementation timeline.

Legislative Reference Bureau shall submit findings and recommendations, including proposed legislation, to the legislature by December 1, 2017.

An unspecified amount from general revenues is appropriated for fiscal year 2017-2018 to fund the study, with the Legislative Reference Bureau authorized to contract consultant services exempt from Hawaii Revised Statutes chapter 103D.

Act takes effect July 1, 2050.
