Reduces the minimum Hawaiian blood quantum requirement for certain successors to Hawaiian home land lessees from one-quarter to one thirty-second Hawaiian.

Allows descendants of Hawaiian home land lessees who do not meet the higher blood quantum threshold due to interracial marriages and blended families to qualify as successors.

Changes gender-specific language in the Hawaiian Homes Commission Act from "husband or wife" to "spouse" to reflect modern terminology.

Exempts blood quantum requirements for descendants of individuals who obtained leases under the Acts of May 16, 1934 and July 9, 1952.

Requires U.S. Congress consent for the amendments to take effect, with an effective date of December 24, 2088.
