Adds the State Ethics Commission to the list of state entities authorized to employ or retain their own attorneys, rather than relying solely on the Attorney General.

Modifies Hawaii Revised Statutes Section 28-8.3(a) to include the State Ethics Commission as exception (22) to the general prohibition on departments employing attorneys outside the Attorney General's office.

Updates Section 28-8.3(c) to clarify that full-time attorneys employed by the State Ethics Commission are not required to be deputy attorneys general.

Effective date of January 7, 2059.
