Amends Hawaii Revised Statutes Section 78-23(c) regarding employee vacation benefits upon discharge or death.

Removes the requirement that beneficiary designations be filed as "verified written" statements with the comptroller or disbursing officer.

Allows beneficiary designation forms to be filed with the department where the employee is employed as an alternative to filing with the comptroller.

Permits electronic filing and maintenance of employee beneficiary designations.

Takes effect upon approval.
