Amends section 571-52.2 to add a fine of up to $1,000 (as determined by the court) for employers who fail to comply with orders of assignment of future income for child support withholding.

Modifies section 576E-16(c) to impose a fine of up to $1,000 (as determined by the court) on employers who violate income withholding orders or notices to withhold child support.

Revises section 576E-16(e) to replace misdemeanor penalties with a fine of up to $1,000 (as determined by the court) for employers who refuse to hire, discharge, or take disciplinary action against employees based on child support withholding orders.

Clarifies in section 576E-16(c) that employer liability for full withheld amounts applies "regardless of" whether the employer withheld the correct amount.

Effective date: January 7, 2059.
