Renames Chapter 125C from "Procurement, Control, Distribution and Sale of Petroleum Products" to "Energy Assurance and Fuel Security" and expands its scope beyond petroleum to all energy resources.

Adds four new sections (125C-A through 125C-D) authorizing the director of business, economic development, and tourism to collect and analyze energy information, including confidential information, for energy planning, risk assessment, and emergency response purposes.

Establishes confidentiality protections for energy supply data submitted to the department, with exemptions allowing the attorney general, consumer advocate, and public utilities commission to access information for authorized purposes.

Expands governor and director powers during energy shortages or declared states of emergency to include temporary suspension of fuel standards, implementation of fuel shortage emergency measures, and acquisition of confidential energy data from major energy producers, distributors, marketers, and transporters.

Changes penalties for fraud or non-compliance with energy reporting requirements from misdemeanor charges to civil penalties of up to $10,000 per violation, and makes the state energy assurance plan subject to periodic updates rather than biennial preparation.

Effective date: July 1, 2030.
