Appropriates funds for fiscal biennium 2017-2019 to collective bargaining unit (4) for all negotiated cost items and salary increases, with allocations from general, special, federal, and other funds across multiple state departments.

Includes specific appropriations for the Department of Education and the Judiciary (chief justice administration) for collective bargaining unit (4) employees and their excluded counterparts under chapter 89C, Hawaii Revised Statutes.

Appropriates funds to Hawaii Health Systems Corporation for collective bargaining unit (4) members and excluded employees in the same compensation plans, funded from special funds.

Establishes that salary increases and cost adjustments paid from federal, special, or other funds shall be paid proportionately from those respective funding sources.

Requires unencumbered funds not spent by June 30, 2018, and June 30, 2019, to lapse; effective date is July 1, 2050.
