Appropriates and authorizes funds for fiscal biennium 2017-2019 to fund collective bargaining cost items negotiated with the exclusive bargaining representative of collective bargaining unit (8).

Appropriates and authorizes funds for fiscal biennium 2017-2019 for salary increases and other cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (8) employees.

Directs the director of finance to allot appropriated funds to state departments for expenditure in their respective fiscal years.

Specifies that salary increases and cost adjustments paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Any unexpended or unencumbered funds as of June 30, 2018, and June 30, 2019, shall lapse; Act takes effect July 1, 2050.
