Appropriates funds for fiscal biennium 2017-2019 to implement collective bargaining cost items negotiated with collective bargaining unit (13) across state departments, including the Department of Education.

Authorizes appropriations from General Funds, Special Funds, Federal Funds, and Other Funds for salary increases and cost adjustments for excluded state officers and employees in the same compensation plans as bargaining unit (13) members.

Allocates funding to the Hawaii judiciary (JUD 601) for bargaining unit (13) collective bargaining costs and excluded employees under the chief justice's direction.

Requires appropriations for the Hawaii Health Systems Corporation (HTH 210) to cover bargaining unit (13) collective bargaining costs and excluded employee compensation adjustments.

Establishes that any unexpended or unencumbered funds shall lapse on June 30, 2018, and June 30, 2019, with the Act taking effect on July 1, 2050.
