Expands the exemption of the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) from mandatory benefit requirements in the insurance code to allow greater cost-efficiency in benefit plan design.

Clarifies that the EUTF board of trustees has final authority to design health benefit plans offered by the EUTF without adhering to minimum benefit requirements under Title 24.

Exempts health insurance providers contracting with the EUTF—including insurers, mutual benefit societies, and carriers—from mandatory benefit requirements in chapters 431, 432, 432D, and 432G.

Amends sections 87A-16 and 87A-19 of Hawaii Revised Statutes to replace "minimum group" exemption language with "mandatory benefit" exemption language, broadening regulatory flexibility.

Takes effect upon approval.
