Establishes the Hawaii State Fusion Center under the Office of Homeland Security with the Director of Homeland Security providing oversight subject to the Governor's direction and control.

Creates the position of Hawaii State Fusion Center Director to be appointed and removable by the Director of Homeland Security, exempt from civil service requirements, and funded by the State.

Requires the fusion center to be continually staffed to monitor crimes and hazards, serve as the focal point for sharing local, national, and international threat information with the intelligence community, and collaborate with multi-disciplinary partners across government levels.

Mandates establishment of a joint integration center to integrate information technology, cybersecurity, cybercrime prevention, and analytic capabilities while coordinating with agencies on asset response activities including technical assistance, vulnerability mitigation, risk assessment, and information sharing.

Becomes effective July 1, 2090.
