Reduces the number of Hawaiian Homes Commission members required to be residents of the city and county of Honolulu from three to two members.

Increases the number of commission members required to be residents of the county of Maui from two to three members, with at least one resident from Molokai and one resident from Lanai.

Maintains the nine-member composition of the Hawaiian Homes Commission with members representing specific geographic areas across Hawaii.

Changes the appointment of the commission chairman so the governor appoints the chairman directly, rather than appointing from among existing members.

Effective date set for December 24, 2088.
