Extends the civil service exemption for five full-time medical marijuana dispensary program personnel at the Department of Health from June 30, 2017 to June 30, 2020.

Allows the Department of Health to maintain exempt staffing positions for an additional three years to stabilize medical marijuana dispensary program operations without salary reductions from civil service conversion.

Requires all Department of Health personnel actions after June 30, 2020 to comply with civil service laws and procedures.

Ensures employees transitioning to civil service on June 30, 2020 retain all prior service credits, vacation and sick leave credits, and other earned benefits without loss.

Takes effect June 29, 2017.
