Limits parking fee exemptions to licensed drivers with disabilities who cannot physically reach or operate parking meters or pay stations because of their disability.

Requires the disability and communication access board to issue a distinguishing parking device, code, permit, or decal that indicates eligibility for on-street metered parking fee exemptions.

Permits vehicles displaying the distinguishing device to park without payment in on-street metered parking areas for the first two-and-a-half hours or the maximum time allowed, whichever is longer.

Updates parking regulations terminology to include references to "devices," "codes," "pay stations," and "on-street parking areas" to reflect modern parking technology and management practices.

Authorizes the disability and communication access board to adopt rules eliminating on-street parking privileges when new parking technology makes it unnecessary for individuals to operate parking meters or pay stations.
