Removes mechanized parking elevators, manlifts, aerial tramways, and personal automatic trains from the definition of "elevators and kindred equipment" subject to regulation under Hawaii's boiler and elevator safety law.

Retains inclined lifts as regulated equipment while deleting references to removed equipment types from installation and inspection fee schedules.

Extends the timeline for the Director of Labor and Industrial Relations to reimburse the general fund from the Boiler and Elevator Special Fund from five years to ten years from the fund's establishment.

Makes conforming changes to fee schedules in Schedule B to reflect the removal of equipment types and deletion of manlift references from permit and inspection fees.

Applies effective date upon approval and does not affect rights, duties, or penalties that matured before the bill's effective date.
