Adds three new sections to Chapter 109, Hawaii Revised Statutes granting the stadium authority power to require developers to dedicate land or facilities (or make cash payments) for public facilities as a condition of development.

Authorizes the stadium authority to appoint or retain independent attorneys for contract negotiations where the attorney general lacks sufficient expertise, with compensation set by the authority and exemption from civil service chapters 76, 78, and 88.

Expands the stadium authority's powers and duties to include preparing a stadium complex area development plan, acquiring property by grant or condemnation, constructing or rehabilitating projects, planning streets and facilities, and accepting gifts and grants.

Amends Section 28-8.3 to add the stadium authority to the list of state entities exempt from the requirement that only the attorney general may employ or retain attorneys.

Becomes effective July 1, 2050.
