Urges the Department of Education, Department of Health, Department of Human Services, and Judiciary to permanently establish the Hawaii Interagency State Youth Network of Care (HISYNC) as a formal interagency collaboration.

Directs these four state agencies to actively participate in HISYNC and regional Hawaii Interagency Local Youth Network of Care (HILYNC) committees to coordinate services for children and youth with complex needs.

Encourages HISYNC to invite additional child-serving agencies to participate in the interagency forum and regional HILYNC committees to expand coordination across the state.

Calls for HISYNC to improve outcomes through data review, policy recommendations, service integration, joint treatment planning, and stakeholder problem-solving to address barriers in the child-serving system.

Requires certified copies of the resolution be transmitted to the Governor, Superintendent of Education, Director of Health, Director of Human Services, and Administrative Director of the Courts.
