Requests the Legislative Reference Bureau to conduct a study on reclassifying promoting a dangerous drug in the third degree from a class C felony to a misdemeanor and its impact on state administration, courts, and law enforcement.

Study must evaluate the ability of individuals charged as misdemeanor defendants versus felony defendants to post bail.

Study must assess other states' experiences reducing drug possession penalties from felonies to misdemeanors and analyze disparate arrest and incarceration rates by race, ethnicity, gender, age, and county.

Directs the Judiciary, Department of Public Safety, Office of the Public Defender, county police departments, and county prosecuting attorneys to provide requested statistics and information.

Requires Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the Regular Session of 2019.
