Identifies climate change as a national security threat multiplier that destabilizes regions through poverty, environmental degradation, and political instability, with particular vulnerability for Hawaii as an island state.

Calls for integrating climate change consequences into national security and defense strategies, and committing to global partnerships to address environmental challenges including industrialization and transboundary pollution.

Requires transmission of the resolution to the President, Secretary of Energy, Secretary of Defense, and relevant congressional committee chairs.
