Request that the Hawaii Sister-State Committee and Department of Business, Economic Development, and Tourism evaluate the sister-state program and provide recommendations to improve capacity and sustainability of international relationships.

Direct the evaluation to focus on promoting mutually beneficial international relationships that stimulate economic benefits, cultural and educational exchange, and goodwill.

Require consultation with the Senate Committee on Judiciary and House of Representatives Committee on Veterans, Military, and International Affairs, and Culture and the Arts during the evaluation process.

Require submission of the report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2019.

Mandate transmission of certified copies to the Director of Business, Economic Development, and Tourism; Chair of the Hawaii Sister-State Committee; President of the Senate; and Speaker of the House of Representatives.
