Notes that five million visitors traveled to Oahu in 2016, with many visiting North Shore tourist destinations and jaywalking across busy roads due to lack of crosswalks, creating traffic disruptions and safety hazards

Requires certified copies of the resolution to be transmitted to the Director of Transportation, Mayor, Director of Transportation Services of Honolulu, Castle-Kahuku Complex Area Superintendent, and Chief of Police of the Honolulu Police Department
