Requests the Hawaii Judiciary to convene a working group to develop and implement a plan for improving the family court restraining order petition process, law enforcement response to violations, and judicial response to alleged violations.

Working group shall be chaired by the Chief Justice or designee and include family court judges from each circuit, Attorney General representative, county police department representatives, legislative members, and domestic violence advocacy organization representatives.

Working group members are exempt from Hawaii Revised Statutes chapter 84 (conflict of interest laws) solely due to their participation in the working group.

Working group shall consider recommendations from the June 2016 "Mapping a Pathway to Safety: A Community Safety Assessment of the City and County of Honolulu Protective Order Process" report and other relevant materials.

Working group shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.
