Requests the Legislative Reference Bureau to develop a recommended framework for a potential constitutional convention by October 1, 2018.

Directs the framework to incorporate existing and desirable good governance, campaign finance, and open records laws, including ethics requirements and prohibitions on campaign contributions from non-residents.

Requires the framework to address geographic distribution of delegates based on current district apportionment, applicability of the Sunshine Law, and use of modern technology for remote testimony and meeting streams.

Instructs the Legislative Reference Bureau to summarize how the 1978 Constitutional Convention operated, including delegate eligibility, election processes, meeting procedures, and voter ratification results.

Requires a cost comparison of the 1978 Constitutional Convention with projected 2020 costs adjusted for inflation using the Consumer Price Index.
