Authorizes the Board of Land and Natural Resources to issue a 65-year direct lease to the Trustees of the Estate of Bernice Pauahi Bishop for approximately 3.992 acres of state submerged lands at Kahaluu, North Kona, Island of Hawaii (tax map key (3) 7-8-013: portions of 002 and 043).

Lease is for educational, cultural, and historic site preservation purposes as part of the Kahaluu Ma Kai Educational and Cultural Complex, consistent with the Estate's mission of providing educational experiences for Native Hawaiian children and families.

Estate of Bernice Pauahi Bishop is certified as tax-exempt under Internal Revenue Code section 501(c)(3), qualifying it for nominal consideration lease terms under Hawaii Revised Statutes section 171-43.1.

Includes plans for managed public access and restoration and interpretive management of sacred heiau and the Pa o Ka Menehune Fishpond adjacent to the leased submerged lands.

Department of Land and Natural Resources and the Estate Trustees have agreed to proceed with the lease while reserving all rights and claims regarding the disputed shoreline location and submerged land ownership.
