Director of Health requested to convene a working group to study unlicensed care facility issues, with first meeting within 90 days prior to the 2019 Regular Session.

Working group membership includes representatives from the Department of Health, Department of Commerce and Consumer Affairs, American Association of Retired Persons, elderly advocacy groups, unlicensed care facility advocates, and licensed care facility advocates.

Working group directed to study safety of elderly and vulnerable adults in care facilities, Department of Health licensure application processing times, care home definitions, investigation procedures, facility transfers, quality assurance committees, and differentiation of care levels.

Department of Health to provide administrative support for the working group, which must elect its own chairperson and notify relevant legislative committees.

Working group required to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2020 Regular Session.
