Requests the State to reposition portions of its emergency medical supply caches from Oahu to the neighbor islands to strengthen emergency preparedness.

Identifies vulnerability of neighbor islands in disaster scenarios where Oahu is decimated and transportation of medical supplies is prevented.

Notes that federal funding for expansion and maintenance of existing medical supply caches on neighbor islands was cut, with aging caches potentially going offline in 2018.

Expresses concern that Hawaii Disaster Medical Assistance Team equipment and supplies located on Oahu may not be airlifted if aircraft are damaged by natural or man-made disasters.

Directs transmission of certified copies to Hawaii's congressional delegation, FEMA, state and county officials, and the Hawaii Emergency Management Agency.
