Urges the Department of Land and Natural Resources to prepare a comprehensive wetlands ecosystem restoration plan, detailed waterbird habitat restoration plan, and comprehensive wetlands management plan for the Kawainui-Hāmākua Marsh Complex to protect Hawaii's four endangered waterbirds and migratory species.

Urges the Department of Land and Natural Resources and City and County of Honolulu to restore natural water flow and volume through the marsh complex and address removal of the central peat mat in Kawainui Marsh to prevent flooding in the downstream Coconut Grove residential area in Kailua.

Urges closure of the Kawainui-Hāmākua Marsh Complex to all commercial and recreational activities during endangered and migratory birds' nesting seasons while allowing Native Hawaiian traditional and cultural practices to continue.

Urges the Board of Land and Natural Resources to prohibit all restrooms on state land within 2,000 feet of the marsh complex and adjacent state land that are not connected to the City and County of Honolulu wastewater treatment facility.

Urges the Department of Land and Natural Resources, Department of Health, and City and County of Honolulu to relocate the Kapaʻa Industrial Park out of the marsh complex watershed and clean up contaminated soil in Kapaʻa Valley to protect Class One waters in the wetlands.
