State Auditor requested to conduct a performance audit of the Department of Agriculture's procedures for aquaculture importation permits to determine causes of failures to adhere to Hawaii Administrative Rules.

State Auditor required to submit findings and recommendations to the Legislature no later than twenty days before the 2019 Regular Session convening.

Department of Agriculture required to submit a report detailing all aquaculture importation permit applications received since 2011, including application dates, approval/disapproval dates, permit issuance dates, and explanations for delays beyond maximum time limits.

Resolution addresses reported incidents where applicants did not receive permits within established maximum time periods under Hawaii Administrative Rules section 4-71-4.1.

Certified copies of the resolution to be transmitted to the State Auditor and Board of Agriculture members.
