Authorizes the Board of Land and Natural Resources to issue a term, non-exclusive easement for state submerged lands at Waikiki, Honolulu, Oahu (Tax Map Key: (1) 3-6-001:seaward of 036) covering an existing pier and seawall.

Easement permits use, repair, and maintenance of existing improvements on the submerged lands and runs with the land to benefit the abutting real property.

Covers 331 square feet of encroachment area, with fair market value appraised at $40,000, following a survey that revealed additional seawall encroachment beyond the original 112 square feet.

Current property holder is Jeffrey Weldon, trustee, who acquired the abutting property in April 2017; the Board of Land and Natural Resources previously approved a fifty-five-year non-exclusive easement on March 11, 2016.

Legislative authorization is required under Hawaii Revised Statutes section 171-53, which mandates prior approval of the Governor and Legislature by concurrent resolution before leasing state submerged lands.
