Requests the Insurance Commissioner to study whether insurance coverage requirements for transportation network companies and their drivers are adequate to cover claims from accidents involving passengers, other drivers, and pedestrians.

Directs the study to compare transportation network company insurance requirements with coverage required for airport permittees, taxicabs, and commercial vehicles under existing Hawaii regulations.

Requires the Insurance Commissioner to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.

Responds to Act 236 (2016), which established motor vehicle insurance requirements for transportation network companies but did not mandate a study of coverage adequacy for accident claims.
