Urges the Office of the Mayor, County of Hawaii to study the feasibility of creating an oversight authority for housing subdivisions in the County of Hawaii.

Proposed oversight authority would have power to validate homeowner associations for subdivisions with private roads, audit or validate disputed assessments, and resolve disputes between property owners and homeowner associations.

Addresses the lack of statutory oversight framework for housing subdivisions, unlike condominium property regimes which are regulated by the Department of Commerce and Consumer Affairs.

Identifies problems including deteriorating private roads, delayed emergency vehicle responses, and expensive court proceedings due to absent or deficient volunteer organizations managing subdivision infrastructure.

Requests the County of Hawaii to submit findings and recommendations to the Legislature no later than twenty days prior to the 2021 Regular Session.
