Urges the Department of Business, Economic Development, and Tourism (DBEDT), in consultation with the Hawaii Community Development Authority, to partner with the U.S. Department of Energy to establish an Office of Science National Laboratory in the Kalaeloa community development district.

Directs DBEDT and the Hawaii Community Development Authority to identify lands within Kalaeloa that can be transferred to the U.S. Department of Energy for this purpose.

Requires DBEDT to submit a progress report to the Legislature no later than twenty days before the 2019 Regular Session, detailing progress, challenges, and resource needs for establishing the laboratory.

Cites Hawaii's renewable energy leadership, including Act 97 requiring 100% renewable energy by 2045, and notes Hawaii is the only state without a federally operated Office of Science National Laboratory.

Directs certified copies of the resolution to be sent to the U.S. Secretary of Energy, the DBEDT Director, and the Executive Director of the Hawaii Community Development Authority.
