Requests the Department of Business, Economic Development, and Tourism to conduct a feasibility study on implementing a state lottery to fund Hawaii's public education.

Identifies Hawaii's public education funding as inadequate, noting the state has the lowest education expenditures in the nation and one of the highest private school enrollment rates.

Notes that 44 states operate lotteries generating approximately $66.8 billion in gross revenue in fiscal year 2015, with $21.4 billion remaining as net proceeds after prizes, administration, and advertising costs.

Requires the Department to submit findings and recommendations to the Legislature no later than 20 days before the convening of the 2019 Regular Session.

Directs certified copies to be transmitted to the Director of Business, Economic Development, and Tourism; Chair of the Board of Education; and Superintendent of Education.
