Urges the Office of Homeland Security and Office of Planning to establish a Critical Infrastructure and Resiliency Council with support from the Department of Business, Economic Development, and Tourism.

Council goals include preventing or reducing electric grid damage from natural disasters, enabling faster grid recovery after outages, and maintaining critical loads at hospitals, fire stations, police stations, airports, and seaports during emergencies.

Council membership includes the Directors of Homeland Security and Office of Planning (as co-chairs), Hawaii Emergency Management Agency Administrator, Director of Transportation, Public Utilities Commission Executive Officer, county emergency management directors, and county water supply directors.

Council is encouraged to invite representatives from electric utilities, telecommunications companies serving at least 100,000 customers, fuel importers and refiners, and interisland water carriers.

Council must submit a report to the Governor, Legislature, and county mayors and councils no later than 20 days before the 2019 Regular Session convenes, and every two years thereafter, summarizing findings, recommendations, and actions to enhance critical infrastructure security and resiliency.
