Requests the Director of Finance to establish a working group to identify barriers to improving Hawaii's state hiring processes, citing Hawaii's 2% unemployment rate and resulting difficulties in attracting and retaining qualified employees.

Working group membership includes the Directors of Finance (chair), Human Resources Development, and Labor and Industrial Relations; the Superintendent of Education; and the President of the University of Hawaii.

Director of Finance shall invite representatives from the Society for Human Resource Management Hawaii Chapter and Hawaii Government Employees Association to join the working group.

Working group must analyze whether combining the Department of Human Resources Development with the Department of Budget and Finance would improve hiring processes and reduce costs, and evaluate feasibility of allowing executive agencies to conduct direct hiring.

Working group shall submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2019 Regular Session convenes.
