Request for the Auditor to conduct a sunrise review of home inspector licensure and regulation as proposed by S.B. No. 2403 from the 2018 Regular Session.

Home inspectors currently operate without state licensure, certification, registration, or regulatory requirements despite providing opinions on major systems and components that significantly impact home purchase decisions.

Hawaii Revised Statutes section 26H-6 requires new measures subjecting unregulated professions to licensing or regulatory controls to be referred to the Auditor for analysis.

Auditor must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convenes.

Certified copy of the concurrent resolution to be transmitted to the Auditor.
