Requests the Department of Taxation to conduct a study on the fiscal impact of Public Law 115-97 (enacted December 22, 2017) on Hawaii's tax revenues.

Directs the department to review Hawaii Revised Statutes provisions that conform state income tax law to the Internal Revenue Code and determine which provisions should be repealed or amended.

Requires the Department of Taxation to report findings, recommendations, and any proposed legislation to the Legislature no later than March 23, 2018.

Acknowledges that extensive changes to federal tax law may adversely affect state tax revenues due to Hawaii's conformity with the Internal Revenue Code.
