Requests the Hawaii State Foundation on Culture and the Arts to commission a monument to President Barack Obama by forming an art advisory committee and following the Foundation's collection management policy for new works of art.

Recognizes Barack Obama's birth in Honolulu, Hawaii on August 4, 1961, and his formative years at Punahou School on Oahu.

Acknowledges Obama's service in the Illinois State Senate (elected 1996) and U.S. Senate (sworn in 2005), where he was the third African American to hold a U.S. Senate seat since Reconstruction.

Credits Obama's presidency (2009-2017) with economic growth, a two-thirds reduction in the national deficit, unemployment dropping below 5.3 percent, and passage of the Patient Protection and Affordable Care Act covering over 16 million Americans.

Directs certified copies of the resolution be sent to the Executive Director and Board of Commissioners of the Hawaii State Foundation on Culture and the Arts.
