Requests Hawaii Department of Defense to establish an emergency management agency review task force following the January 13, 2018 false ballistic missile alert that took 38 minutes to issue an all-clear notification.

Task force directed to review state and county emergency notification capabilities, assess coordination among federal, state, county, and private emergency management stakeholders, and recommend whether new public schools and government buildings should include safe rooms capable of withstanding category 3 hurricanes.

Requires task force membership of at least 21 representatives including the Governor, Adjutant General, state agency directors, county emergency management officials, and representatives from business, tourism, media, and community sectors.

Task force must hold first meeting by July 1, 2018, submit preliminary report to Legislature 20 days before 2019 regular session, and final report with findings and recommendations 20 days before 2020 regular session.

Task force authority expires June 30, 2020.
