Authorizes the Board of Land and Natural Resources to issue a non-exclusive easement for 55 years covering 5,365 square feet of state submerged lands at Puamana, Lahaina, Maui for the Puamana Community Association.

Easement covers seawall structures built in the 1930s and concrete groin and revetment footings from a historic swimming pool, allowing use, maintenance, repair, and removal of these structures.

Amended easement increases total area from 1,895 square feet to 5,365 square feet based on updated shoreline survey approved by the Board of Land and Natural Resources on January 12, 2018.

Puamana Community Association must pay the State fair market value for the easement as determined by independent appraisal.

Requires legislative approval under Hawaii Revised Statutes Section 171-53 to lease state submerged lands; supports coastal protection and preservation of near-shore reef environment and recreational areas.
