Encourages the Department of Agriculture to evaluate the import requirements and process for domestic animals entering Hawaii.

Identifies current rules requiring dogs, cats, and other carnivores from the United States and non-exempted areas to undergo quarantine for up to 120 days upon arrival to prevent rabies introduction.

Requests the Department of Agriculture submit findings and recommendations to the Legislature no later than 20 days before the 2019 Regular Session convening, with suggestions to improve the import process while maintaining rabies and parasite prevention.

Directs transmission of a certified copy of the resolution to the Chairperson of the Board of Agriculture.
