Request evaluation of transferring the Heeia Community Development District to another state agency, noting potential conflicts between the district's cultural and natural resource protection purposes and the Hawaii Community Development Authority's affordable housing mandate.

Require submission of written findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2019 Regular Session convening.

Direct that certified copies be transmitted to the Executive Director of the Hawaii Community Development Authority and the Director of the Legislative Reference Bureau.
