Urges the Honolulu City Council and Department of Planning and Permitting to establish a university zoning district for Honolulu Community College to address the lack of appropriate zoning designations for university and college campuses.

Requests the zoning district apply to areas currently utilized for campus-related activities and areas designated for possible expansion of Honolulu Community College.

Directs the City Council to establish standards for development, construction, and use of buildings and structures on the campus to enhance the campus community and academic achievement.

Requires the City Council to control organization and design of structures to ensure development does not detract from natural environmental features and to maintain the character of the campus and adjacent communities.

Requests the City Council to establish minimum service levels necessary to support the campus community and transmit copies of the resolution to the Honolulu City Council, University of Hawaii System President, and Honolulu Community College Chancellor.
