• Requests the Governor to negotiate land exchanges trading state-owned lands for private agricultural lands suitable for long-term diversified farming operations.

• Negotiations should prioritize obtaining large tracts of agricultural land for state leasing to farmers and providing private parties with urban lands along Oahu's rail transit corridor for affordable housing, workforce housing, and mixed-use commercial development.

• Requires the Governor to submit a feasibility report to the Legislature no later than 20 days before the 2019 Regular Session, including identified parcels, market values, and any required appropriations or legislation to accomplish the goals.

• Addresses Hawaii's dual crises of agricultural self-sufficiency (with agricultural land in crop production declining from 350,830 acres in 1980 to 151,830 acres) and housing shortages (estimated need for approximately 24,551 housing units from 2016-2020).
